Switzerland was not properly democratic at the time - republican, but oligarchic, just like the great republics of Venice and Genoa. The Helvetian Republic, a French client state, was in fact a democracy, but of course the Helvetian Confederation was restored at the Congress of Vienna. Napoleon's reaction to this, however, is quite appropriate. His father, IIRC, believed in being democratic in the sense of doing what the people wills, but I suppose full autocracy would be more easily understandable for a 9-year-old.
Also, the thing about ceremonial robes is just that -- they're ceremonial, and horribly impractical. So, while Francis II would have worn coronation robes and the Crown of Rudolf for his coronation portrait, he wouldn't hold court in it. Think white-and-red military uniform, instead, with some of the higher orders of the state and a red-white-and-red sash.
